The measure would increase the minimum wage in three steps. The minimum wage would increase to $5.85 per hour in January 2007, $6.55 per hour in June 2008, and $7.25 per hour in June 2009.

The last increase in the federal minimum wage came in 1997, when it rose to $5.15 per hour.

In the Senate, the legislation faces hurdles. Many Democrats oppose the tax breaks to which the minimum-wage measure is attached. Meanwhile, Senate Republicans have opposed legislation that would increase the minimum wage, rejecting a measure as recently as June.
