Federal Contractors Will Soon See a Revised EEO-1 Report

The EEOC has proposed changes to the EEO-1 form. The EEO-1 form is sent to private industry employers with 100 or more employees and federal contractors with 50 or more employees. The changes being made are to the racial categories and to the current job categories by using the 2000 SOC job definitions and cross-classifying them against the 2000 Census Occupational classification codes. The proposed EEO-1 instructs the employer that self-identification is the preferred method of identifying the race and ethnicity of an employee and gives some suggested questions to encourage the employee to respond by giving different choices. The current racial categories are:

  • Hispanic
  • White (not of Hispanic origin)
  • Black (not of Hispanic Origin)
  • Asian or Pacific Islander
  • American Indian or Alaskan Native.

The proposed racial categories are:

  • Hispanic or Latino
  • White, not Hispanic or Latino
  • Black or African American, not Hispanic or Latino
  • Native Hawaiian or other Pacific Islander, not Hispanic or Latino; Asian, not Hispanic or Latino.
  • American Indian or Alaska Native, not Hispanic or Latino
  • Two or more races, not Hispanic or Latino.

The proposed changes to the job classifications include changing the Officials and Managers job classification to Executive/Senior Level Officials and Managers and Mid-Level Officials and Managers and Lower-Level Officials and Managers.
