The settlement limits the plaintiffs’ attorney fees to 25 percent, a lower cap than was first suggested. The settlement also proposes categories for compensation claims depending on the degree of the injury.

One billion dollars from the federal government was set aside to cover workers' compensation claims of 9/11 rescue, recovery, and clean-up workers. The funds were held by the World Trade Center (WTC) Captive Insurance Company, which was established in July 2004 to insure the city and contractors.

According to the WTC Captive Insurance, workers claiming debilitating respiratory diseases may be eligible for compensation from $800,000 to $1.05 million. The organization also reported that death benefits could be as high as $1.5 million.

A public hearing will be held on June 23 for claimants to raise any objections to the settlement.

The entire amended World Trade Center litigation settlement process agreement can be read online.
